GENERAL ROAD MAINTENANCE POLICY

WHEREAS, a Road and Bridge Maintenance Agreement was entered into between the County of Washington and the Town of Grant dated May 6, 1993; and

WHEREAS, Section I of that Agreement provides that routine maintenance for roads shall be the responsibility of the County as requested by the officer of the Town in charge of streets and roads; and,

WHEREAS, the Town, pursuant to said agreement, is desirous of clarification of its routine maintenance policy by adoption of this "General Road Maintenance" policy.
 
 

THEREFORE, BE IT RESOLVED, by the Board of Supervisors of the Town of Grant that the following General Road Maintenance Policy be adopted:

I. General Road Maintenance.

A. Signage. The Town shall employ a qualified engineer to inspect all Town road signage on a yearly basis, this shall include recommendations for new and replacement signs. The County shall inform the Town of missing signs. The Town shall direct the installation and re-installation of signs.

B. Brushing. The County or the Town shall perform yearly roadside brushing of approximately one-fifth of the total mileage of town roads per season.

C. Graveling. The County or Town shall place gravel on approximately one-fifth or an equivalent amount of miles per year. During a five-year cycle, it is expected that all roads will be graveled. The County is to do spot graveling as the need arises.

D. Culverts and Ditches. The County is to clean and maintain culverts and ditches as they determine necessary or as requested.

E. Guard Rails. Guard Rails will be placed throughout the Town as recommended by the consulting engineer.

F. Blacktopping. Blacktopping will be assessed to benefited property owners under Minnesota Statutes Chapter 429. Blacktopping will be considered on town roads if petitioned for by at least three-fourths of the land owners on a given street or in a given neighborhood. All blacktopping must be completed pursuant to Township standards.

Blacktop overlays will be assessed to benefitted property owners.
 
 

Routine Maintenance and Sealcoating of Blacktopping will be paid for by the Town.

G. Records. Records of all town roads and road maintenance shall be kept in a Township Road Workbook.

H. Road Grading and Snowplowing. Schedules as listed on Township maps held by:

Road Supervisor

Town Attorney

Washington County Public Works

II. This policy shall be effective from and after its adoption and shall remain in effect unless repealed or amended by further action of the Town Board.
