CITY OF GRANT
WASHINGTON COUNTY, MINNESOTA
 
RESOLUTION NO. 1996-02
 
WHEREAS the Metropolitan Council has proposed the extension of the Metropolitan Urban Services Area boundary (MUSA line) into
the City of Grant in its proposed amendments to the Regional Blueprint, which amendments are designed to add a regional growth
management component to the Blueprint.
 
WHEREAS this extension of the MUSA line means the classification of the westernmost one-quarter of Grant which lies in the Rice
Creek Watershed as Urban Reserve.
 
WHEREAS said Urban Reserve would be managed "so short-term development decisions are consistent with eventual full urbanization.
 
WHEREAS said Urban Reserve is scheduled for incorporation into the Urban Area of the Twin Cities in part by the year 2020 and in
part between the years 2020 and 2040, with Urban Area and urbanization characterized by: 1) connection to central metropolitan sewer
service, and 2) 34 homes per acre density.
 
WHEREAS Grant, including the area proposed as Urban Reserve, already incorporates features that the Regional Blueprint defines as
characteristic of Permanent Rural Area including: 1) gross density not to exceed one dwelling unit per 10 acres, 2) planning and design
to NOT need urban services (sewer and water), and 3) mixed residential, farm and rural non-farm use.
 
WHEREAS the citizens of Grant overwhelmingly support the preservation of the rural character and features of their community.
 
WHEREAS the public comment period for response to these amendments to the Regional Blueprint closes at 4:30 p.m., Friday,
December 6, 1996, and the Metropolitan Council wishes to take formal action on these plans by the end of 1996.
 
Therefore, let it be RESOLVED that:
 
· The City of Grant opposes the extension of the MUSA line into our community, and opposes the classification of any part of our
community as Urban Reserve or Urban Area in the proposed amendments to the Regional Blueprint.
 
· The City of Grant requests that the Metropolitan Council classify Grant in its entirety as Permanent Rural Area for purposes of any
and all future planning and development.
 
· The City of Grant directs its Planning Commission to continue with our Comprehensive Planning process based on the classification
and characteristics of Permanent Rural Area.
 
· The City of Grant shall communicate this Resolution directly to the Metropolitan Council, and copy these comments to our elected
representatives at the county and state levels--specifically Mr. David Engstrom, chairman, Washington County Board of
Commissioners; Mr. Dennis Hegberg, Washington County Commissioner, District 1; Mr. Gary Laidig, State Senator; and Mr. Mark
Holsten, State Representative-and ask these gentlemen to support the wishes of the citizens of Grant in this matter in the event that this
or a related matter should come before them.
