RESOLUTION 1996-02
 
TOWN OF GRANT
WASHINGTON COUNTY, MINNESOTA
 
 
            A RESOLUTION OPPOSING ANY LEGISLATION WHICH WOULD HAVE THE INTENT OR EFFECT OF
            ELIMINATING TOWNSHIPS, OF REDUCING THEIR EFFECTIVENESS AND AUTONOMY, OR WHICH
            WOULD TEND TO MAKE THE ANNEXATION OF TOWN LAND MORE EASILY ACCOMPLISHED
 
WHEREAS, the Town of Grant is a Minnesota Township pursuant to the meaning of Minnesota Statutes Chapter 365.  Grant
Township also possesses "urban powers" within the meaning of Minnesota Statutes Chapter 368; and,
 
WHEREAS, Grant Township has been in existence and effectively dealing with the governmental concerns of its residents for more
than a century; and,
 
WHEREAS, township government provides the most hands-on democratic form of governmental representation of citizens in the State
of Minnesota; and,
 
WHEREAS, there are currently pending before the Minnesota Legislature various bills, including Senate File No. 1998 and House File
No. 2515, which appear to have the intent of attempting to eliminate township government altogether; and,
 
WHEREAS, the Town views these bills to be attempts by the State to "micromanage" local government; and,
 
WHEREAS, the Township believes that existing State Statutes properly define the differences between cities and townships, and
provide a proper balancing test between rural and urban interests.
 
NOW THEREFORE, based upon the foregoing, the following Resolution was duly made, seconded and approved:
 
1.                      That the Town Clerk is hereby directed to send a certified copy of this Ordinance to all of the Town's representatives
in the Minnesota Legislature and to the Governor informing them that the Town is opposed to any attempts to modify or amend
existing State Statutes which would tend to eliminate townships which would have the effect of reducing their effectiveness and
autonomy or would tend to make annexation of townships to cities more easily accomplished.
