CITY OF GRANT
WASHINGTON COUNTY, MINNESOTA



RESOLUTION SUPPORTING THE APPLICATION BY THE CITY OF GRANT TO THE ENVIRONMENTAL PROTECTION AGENCY FOR AN
ASSESSMENT GRANT TO BE USED FOR LOCATING, DOCUMENTING AND ESTABLISHMENT OF THRESHOLD WATER QUALITY FOR
WATER WELLS IN THE AREA SURROUNDING THE WASTE MANAGEMENT SITE OR FORMER BELLAIRE SANITATION SITE
 

            WHEREAS, the City has been pursuing the revitalization of certain property which has commonly been referred to as the
former Bellaire Sanitation site which is currently owned by Waste Management; and
 

            WHEREAS, during the course of pursuing revitalization of the property the Environment Protection Agency was authorized
by Congress to administer funding of the Brownfields Revitalization and Environmental Restoration Act of 2001; and
 

            WHEREAS, the City of Grant meets the criteria to be an applicant for a grant and loans which would be used to revitalize the
Bellaire Sanitation site; and
 

            WHEREAS, the City of Grant also qualifies to apply for an Assessment Grant which would be used for locating,
documenting and establishing base line thresholds for water quality in the surrounding wells near the Waste Management site; and
 

            WHEREAS, the City of Grant desires to adopt a resolution supporting its application for the Assessment Grant pursuant to
the Brownfields Revitalization and Environmental Restoration Act of 2001 to the Environmental Protection Agency.
 

            NOW, THEREFORE, BE IT RESOLVED that the City of Grant hereby strongly supports the application by the City to the
Environmental Protection Agency (EPA) for an Assessment Grant which would be used to locate, document, and establish baseline
water quality in the wells surrounding.
 

            IT IS FURTHER RESOLVED that the Mayor and Clerk are hereby authorized to sign and submit the appropriate application
to the Environmental Protection Agency (EPA) for funding of the Assessment Grant under the Brownfields Revitalization and
Environmental Restoration Act of 2001 and to sign any other documents which they deem are necessary to make the application.
 

            WHEREUPON, a vote, being taken upon a motion by Vanzwol and seconded by Councilperson Schwarze, the following
members voted in favor:  Carr, Welander, Vanzwol, Schwarze, Gangnon. and the following voted against:  None.

            Adopted by the City Council of the City of Grant this 10th day of December, 2002.
