RESOLUTION SUPPORTING THE APPLICATION BY THE CITY OF GRANT TO THE RAMSEY/WASHINGTON CABLE COMMISSION FOR EQUIPMENT, INSTALLATION, AND OPERATOR LABOR FOR THE PURPOSE OF RECORDING AND CABLECASTING CITY MEETINGS.

Whereas, members of the Grant City Council and residents of Grant wish to be able to view a record of Grant City Council and Planning Commission meetings on Government Access cable Channel 16; and

Whereas, the Ramsey/Washington Cable Commission has historically funded original equipment grants for such a purpose; and

Whereas, about two thirds of the residences in Grant have cable service available; and

Whereas, Public, Educational, and Government Access (PEG Universal Service) cable channels are available to residences without a service charge and with free installation for a standard hookup; and

Whereas, the City would then have the ability to provide duplicate tapes to citizens and libraries; and

Whereas, a public meeting was held to discuss the requirements for cablecasting Council meetings; and

Whereas, it is recognized that cablecasting Grant Council meetings cannot be done live due to the lack of a current cable connection to the Grant Town Hall but can be done by delayed broadcasting; and

Whereas, it is recognized that the City would be responsible for providing blank recording media; and

Whereas, it is recognized that the City would be responsible for hiring someone to operate the equipment during meetings; and

Whereas, it is the practice of the Ramsey/Washington Cable Commission to reimburse cities for the labor costs of recording such meetings; and

Whereas, it is recognized that the City would be responsible for providing an appropriate equipment cabinet or closet with electrical outlets and window shades for the windows in the meeting hall.
 

Now therefore be it resolved that the City Council of the City of Grant hereby announces the intention of cablecasting their regular Council meetings and Planning Commission meetings so long as the costs to the City of Grant do not exceed $300 annually after the initial costs.

It is further resolved that the City Council hereby requests that the Ramsey/Washington Cable Commission provide and install the equipment necessary to record and cablecast the City meetings as recommended by Government Television Network (GTN).

It is further resolved that the City Council hereby requests that the Ramsey/Washington Cable Commission and GTN provide whatever equipment, facilities, production schedules and training as may be needed to enable cablecasting the meetings through the City offices.

It is further resolved that the City Council hereby requests that the Ramsey/Washington Cable Commission provide re-imbursement for recording operator labor costs.

 WHEREUPON, a vote, being taken upon a motion by Rick Vanzwol and seconded by Council person Sharon Schwarze, the following members voted in favor:  Tim Gangnon, Candice Kraemer, Sharon Schwarze, Rick Vanzwol
 

and the following voted against:  Tom Carr
