Resolution 2004 – 03

CITY OF GRANT
WASHINGTON COUNTY, MINNESOTA

A RESOLUTION OF THE CITY OF GRANT REQUESTING THAT THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES ALLOW THE CITY OF GRANT TO REVIEW, COMMENT ON AND COORDINATE IN THE PREDESIGN STAGE PLANS FOR ANY DNR PROJECTS IN THE CITY OF GRANT

WHEREAS:  In September of 2003 a Grant City Council member was made aware of completed design plans for a bridge for the Gateway Trail over Highway 96 by a private citizen; and

WHEREAS:  Actions of the Department of Natural Resources are not subject to the state’s environmental review process unlike other infrastructure agencies; and

WHEREAS: The Gateway trail in addition to being a recreation trail is a reserved transportation corridor and could revert to transportation purposes becoming a road or rail way in the future; and

WHEREAS: It is the responsibility of the City to review transportation plans and all infrastructure plans by others for compatibility with adjacent land use, resident health and safety, and develop future City capital investments that could be impacted by Department of Natural Resources projects; and

NOW THEREFORE BE IT RESOLVED:  That the City of Grant hereby requests that the Minnesota Department of Natural Resources, regardless of funding source, submit all plans for any DNR projects in the City of Grant to the Grant City Council and the City Engineer with sufficient time to make comments and propose modifications to the plans in order to insure that issues regarding the incompatibility with adjacent land use, consideration for resident health and safety, and planning for future City capital investments are considered in the plans.

BE IT FURTHER RESOLVED: That the City of Grant believes that the use of the Gateway Trail for horseback riding and carriage driving is an important part of our identity as a community and will be important to our residents now and into the future.

BE IT FURTHER RESOLVED: That any plans and designs for the Gateway trail that diminish the opportunity for safe access and passage for any and all users of the trail, or create additional burden to the City are unacceptable to the City.

WHEREUPON, a vote, being taken upon the proposed resolution moved by Mayor Thomas Carr and seconded by Councilmember Tim Gangnon the following members voted in favor:  All.

and the following voted against:  None.
